Kelly Mabe

of NOAA’s Acquisition and Grants Office. 

Ms. Mabe entered the federal acquisition workforce in 1997 as a Contract Specialist in the Department of the Navy (DON) Acquisition Intern Program. As an intern, she served with the Naval Air Systems Command (NAVAIR), holding various assignments. She would later become a warranted senior contract specialist during her time at NAVAIR. In 2001, Ms. Mabe received the DON Competition and Procurement Excellence Award, recognizing her outstanding contribution to the promotion of competition and innovative procurement.

In 2003, Ms. Mabe joined the Missile Defense Agency (MDA) holding various assignments, one of which was serving as a Contracting Officer for the Ground-based Midcourse Defense (GMD) major weapons system. She was ultimately reassigned as the Division Director of the Technology, Tests and Targets Contracting Directorate before departing MDA due to the agency’s move to Huntsville, AL. Her division was the recipient of the MDA Business Administration Team Award, acknowledging the divisions’ high achievements and acquisition excellence.

She joined NOAA in 2007 as the Contracting Officer for the Ground System (GS) of the Geostationary Operational Environmental Satellite - R Series (GOES-R) geosynchronous environmental satellites. Her team successfully awarded the Cost Plus Award Fee major systems GOES-R GS contract – one of the largest and most complex competitive procurements ever conducted by NOAA. In 2010, Ms. Mabe was reassigned as the Deputy Director of the National Capital Acquisition Division. From 2014 to 2016, she served as the Director of the Strategic Sourcing Acquisition Division.

Ms. Mabe graduated from Georgian Court University in 1997 with a B.S. in Business Administration and a B.A. in Mathematics. She received a Master of Business Administration (MBA) from Johns Hopkins University in 2002. Ms. Mabe originates from and currently resides in the greater Baltimore metropolitan area. She is a member of the National Contract Management Association.
