Olivia Bradley

Olivia BradleyMs. Bradley is the Director of the Strategic Sourcing Acquisition Division (SSAD) of NOAA’s Acquisition and Grants Office. SSAD maximizes the operational efficiency and value of NOAA’s procurements by applying Strategic Sourcing techniques.

Ms. Bradley entered the federal acquisition workforce in 1998 as a Contract Specialist in the Department of the Navy Acquisition Intern Program. As an intern and following graduation, she served with the Military Sea-lift Command (MSC), holding various assignments.  In 2002, Ms. Bradley joined the Missile Defense Agency (MDA) serving as the senior contract specialist responsible for solicitation and award of the $5B Cost Plus Award Fee Targets and Countermeasures prime contract.

In 2004 she returned to MSC as the Contracting Officer responsible for purchasing eight Maritime Pre-positioning Ships supporting the United States Marine Corps and was later assigned as the Chief of the Pre-positioning Program Support Branch.  Ms. Bradley was ultimately selected as the Director for the Chartering and Ship Operations Division providing a fleet of over 80 ships supporting US Navy and US Transportation Command through chartering and operating contracts.

Ms. Bradley joined NOAA in 2014 as the Deputy Director of the Strategic Sourcing Acquisition Division.

Ms. Bradley graduated from Louisiana State University in 1998 with a B.A. in French. She received a Master of Business Administration from George Washington University in 2001, a Master of Arts in National Security and Strategic Studies from the Navy War College in 2009, and a Master of Science in National Resource Strategy in 2011.   Ms. Bradley is originally from Shreveport, Louisiana and currently resides in Silver Spring, MD. She is a member of the National Contract Management Association.
