Michelle Kouis

Grants Office.

Ms. Kouis began her career in private industry. During her tenure at The Boeing Company (Seattle, WA), she served as a as a Procurement Cost Analyst analyzing vendor proposals and negotiating contracts for both Boeing Commercial and Defense. 

She also served as a Senior Pricing Analyst for Boeing Commercial advising senior leadership on matters involving aircraft escalation. Ms. Kouis subsequently served as a Senior Financial Analyst for Starbucks Coffee Company (Seattle, WA) analyzing procurement spend and negotiating contracts for products and services. She then spent a year sabbatical in Seoul, South Korea teaching public speaking and business presentation skills at Seoul National University before joining Convergys Corporation (Jacksonville, FL) as a Senior Pricing Analyst responsible for proposal submissions in response to HR outsourcing requests for proposals (RFPs).

In 2008, Ms. Kouis entered the federal acquisition workforce as a Contract Specialist for the National Heart, Lung and Blood Institute under the National Institutes of Health (Bethesda, MD) and for the
Indian Health Service (Seattle, WA) thereafter. She joined NOAA in 2013 and has served in WAD since that time.

Ms. Kouis received her Bachelor of Business Administration from the University of Florida in 1996 and her Master of Business Administration from Seattle University in 2000. During her tenure at The Boeing Company, she also received her private pilot’s license.Ms. Kouis holds a Level III Federal Acquisition Certification in Contracting and is a member of the National Contract Management Association. 

She was born in Columbus, GA and grew up in a military family moving several times during her childhood. She currently resides in Seattle, WA and enjoys the outdoors, travelling and spending time with her husband and two children.
